Allen Morgan offers quite a few of his stories and novels for children for free reading online without registration. Baby School   has a small collection of online flash books for toddlers and young children.
BBCSchools   has three online illustrated books for young children that can be viewed with or without audio. Bedtime-Story has a large collection of illustrated books for online viewing.  Some are classics and others are unique stories separated into unusual categories.
Book Goodies For Kids  monitors Amazon (USA) for limited time free children ebooks offerings.   There is a nice category selection with a couple of free ebooks per category. Clarkness has a large collection of free ebooks for kindergarden and first grade children.  These are available in PDF for free download.
ED.gov   offers a free ebook, Helping Your Child Learn Mathematics,  for free download in PDF without registration. Fanatics4Classics  provides links to a large collection of Children’s books at Project Gutenberg.
FreeKidsBooks has a nice collection of original children’s books available for free download in PDF.  Age range is from toddlers to young adults. http://www.childrensbooksonline.org This site has a really large collection of antique children’s books, helpfully categorised by reading level. On initial investigation they appear to be mainly public domain books. The books are also in jpg format for page by page viewing.
 InternationalChildrensDigitalLibrary nice collection of children’s books from around the world in a variety of languages and nicely categorized, available for online viewing. Kids Learning Centre  Free books and other activites for children.
Kids World Fun has 81 free ebooks for children available for free reading online or free download in PDF without registration.  There are also 21 animated read-a-long stories available for free viewing online.  There are also free poems and short stories as well as games at the site. KidsAudioBooks  has 12 classic books for children for download in pdf.  Most are available elsewhere, but there is one unique entry.  Also a good collection of audio books and some coloring books.  Suggested by Cathy of PuzzlEd.
